Later, I can do that same thing, SET ORDER TO LOCID, and do the same SEEK(). It again returns .T., but the record pointer is on Record #1, the wrong record!
I skimmed the entire thread for a mention of SET NEAR, but don't find it. You might check that SET NEAR is OFF. What you're seeing doesn't quite match what I'd expect if SET NEAR is ON, but might be worth a try.
