The URLShortcut returned by CreateSortcut method has only two properties: FullName and TargetPath. You may find more details at http://www.windowsdevcenter.com/pub/a/windows/2004/04/13/VB_Shortcuts.html.
If you feel like doing some C/C++ ptogramming, take a look at Internet Shortcuts object in shell32.dll at http://msdn.microsoft.com/library/default.asp?url=/library/en-us/shellcc/platform/shell/programmersguide/shell_int/shell_int_programming/shortcuts/internet_shortcuts.asp.
You can also read link file using FILETOSTR() function because it's just a text file. For example,
[DEFAULT]
BASEURL=http://www.google.com/
[InternetShortcut]
URL=http://www.google.com/
Modified=60664826E3E1C201BB
IconFile=http://www.google.com/favicon.ico
IconIndex=1
The only drawback that that MS may change it format in the future Windows version.
