I think your problem is to do with write caching, i.e. the record is written to the cache, but the OS doesn't get around to writing the changes back to disk in a timely manner, thus the other workstation doesn't see the changes. The change is simple to implement, try it and see.
The other problem is oplocking & read caching, which should also be disabled, as the read cache isn't updated i.e. the other workstation can't see the changes. Once again try it and see.
You can program the changes within the install program. i.e. updating the registry, but you have to be OS specific, as the registry hacks can be different.
In precise the problem is that the OS is reporting that the data has been written to disk, but it is still sitting in either the read or write cache & not on the central data store, where it should be.
