No, I don't think it's very easy to hook into the Windows message queue of Access or any other running application. Maybe someone that is more familiar with the nuts and bolts could recommend something else, but it'd end up being something you'd likely have to do in C/C++.
I think it's just that some apps don't care, like VFP or IE they don't have code to constrain the window size. Apps like Access and Notepad do.
