We support this in Stonefield Query Developer's Edition with the "ask at runtime" feature in the filter dialog. In Stonefield Reports, you'd have to put some custom code into the DOQUERY memo of the report's record in REPORTS.DBF that displays a dialog asking for the month, then update the WHERE clause of the SQL SELECT statement for the report to include the new filter condition.
