I understand this is only the client part. You need a "decent" server; either Windows NT or later, or some Unix version. The Web site initially also gave me the impression, years ago, that any OS would work; but then I found out that I had to install the server on Windows NT.

This time, I find the Web site you mentioned quite clear in this respect. Windows ME and Windows 98 SE are supported; but the footnote which follows immediately says clearly: * Perforce server not supported
