There are a number of variables that affect this. Is the app the users are running using buffering? It sounds like they're probably using row buffering because with that, moving the record pointer will force a TableUpdate. If that's your situation, then yes, this is what is expected.

Other things that can affect this are whether or not your've turned off write caching on the server and whether or not the changes from the user are flushed right away.
