A circle shape - or an image (gif with transparent background). An image control with 3 round and shadowed button images. On for disabled, one for enabled, and one for click. Depending on the state, the image control would be assinged one of those three "pictures".

Using the shapes control (no theme) and fooling with the curvature property and borderwidth property might be something to look at. The border with or colors could be changed with a mousemove event or a mouse down/up event.
