Because they want all to switch to .NET/SQL Server. Not because the money for Visual Studio .NET, I believe, but because all need Windows OS and SQL Server sales.
If you like conspiracy theory, then you can add to this processors and chipset manufacturers, which needs OSes with big requirements, so they can sell what they have.
