I have a MDI app that has the ability to open applications. When the user clicks on a MDI menu item a db is queried to determine which file/application is supposed to be started. It works great but if the file I want opened is an URL I would like it to open a new ie window vs using an already opened window. I have tried shelling IExplorer.exe and adding the parameter of the URL but that doesn't seem to work.

So the base question is: How do I force a new instance of an application to open each time I shell a file regardless if the application is already running?
