Hmmm... I think this can be true for some portion of our (latin-american and other developing countries) markets. But not the biggest piece of the pie at all.
Here in Argentina (this is not New York nor Monaco) we are increasingly seeing .NET applications under deployments. The first batch were so so, but now we are seeing better products. Of course, there is a great deal of Web Applications that doesn't depend so much on hardware, but there are also many WinForm apps going well.
I think .NET is mature enough. Maybe we VFP developers still have better productivity with VFP, but VB guys and the like... Once they overcome the huge learning curve, they love this thing.
