I'll tell how I do it.

I have a frmMain form which is Modal and ShowWindow = 2 (As top level form).
In frmMain.Init I wite:
DO meniu.mpr WITH THIS

All other forms are modal (except splash windows) and ShowWindow = 1 (In top level form).
It always worked.
