I allow additional filtering once the report cursor is prepared and the user can easily filter out all output causing no report. I have a screen that all reports are printed from that allows this additional filtering and it handles the workaround to create a single blank record cursor with an additional field that prints a single line message that explains that no records matched your selection criteria, just to keep the phone from ringing about a broken report that is not broke.
