No, no.. I would not dock TOP LEVEL form to Windows Desktop, but if application developed with using "TOP LEVEL" (SCREEN=OFF) and "IN TOP LEVEL FORMS" - I'd like to save this feature. I'd like to my "In Top level" forms saves possiblity dock to each other and into top-level form. Is my wish strange for you?
