Persistent relationships and the one's you "create as you go" are different, though. And doing one doesn't mean you don't do the other. Use persistent relationships where you need to enforce referential integrity and don't want to have to handle it yourself. But those relationships may or may not have anything to do with, or be enough for, data entry forms and reports.
BTW, I haven't ever had a problem with persistent relationships--in 3 or in 5. Anything that helps with data integrity is much appreciated...
