I think I fixed it.
I did DO envmrg.app, and it started giving me a bunch of errors...making a long story short I just kept hitting ignore unitil I was finally able to enter stuff for one enviornment. Once I got something in there, I closed VFP9, reopened it, and taaadaa! - now it works fine even from the task pane.
Probably not the most elegant solution - but for whatever reason(s) it seems to of fixed it.
