Am I seeing this too simply? If you want to view a list of sites and, as you pick one, you go off somewhere to view the details, i.e. one at a time, then the following would seem ideal:
A 2-page form with a grid list of sites on page 1 and the details on page 2. Scroll thro' the grid and click on the details page for each selection. The details page could also have prev, next, etc. buttons, to save switching pages. On this page you also have your new, del, edit buttons.
