I don't think there is anywhere on the net to get it for free, but there are a few sites that sell used software like retrosoftware.com. Not sure if they have FPW, but you may be able to find it cheap from a used software website.
Also, I know that in the past MicroSoft used to allow the purchase of older software versions by purchasing the latest version and then downgrading. For example we had a client one time that needed a copy of VFP 5.0 and we could only get 6.0 at that time. So they bought 6.0 and then I think they basically just paid the shipping to get the 5.0 disk direct from Microsoft.
