There are 100's of users that will be using these newly compiled apps and one of the selling points is that each work station does not have to run an install... right? I can just copy the run-time files to somewhere on the network (hopefully just one location) and all of my apps (in many locations) can find the run time. Does it work this way? How does my app know where to look for the run time files?

Putting the required DLL files on the same network directory as the application worked for me. (VFP 6.) But then, on the other hand, your installation might need some other details: especially support for the new help format (CHM), and registration of some ActiveX control.

Also, I started having several executables in different directories, and didn't want to have so many copies of the DLLs on the server.

Therefore, I eventually created a small "dummy" installation. It is really not much of a hassle, for each user, to run it. Dummy in this case means that, since I didn't need to install an executable (which was shared on the network), I installed calc.exe - since the Setup Wizard insisted on selecting an executable. After installation, I deleted it.
