What you are doing Walter is shifting your argument and point - which you often do. Your stated premise was in effect, SQL Server does not have a programming language - which is absurd.
That said...
T-SQL probably qualifies as a 4GL - much like VB did/does. It is a 4GL if for no other reason - it is largely based on ANSI-SQL...
What a programming language *is* - and the level of UI it integrates with are wholly different things....< s >....
