If this indeed is by design, it is a _really_ bad design choice, in my opinion, that severly limits the usability of this feature. I really hope that the fox team will reconsider this when releasing the final version.

Many applications nowadays are MDI, and with an MDI application, why on earth would you want a dockable form to be always on top? The feature that allows you to tab dock forms together even if they are not docked to the main screen (form.dock(4, form2)) is really great, as it can be used as a replacement for pageframes while allowing the user to drag a single form "loose" if he/she wants to see several pages simultaneously. However, if the docked/dockable forms are always on top, this is totally useless.
