Assuming you are using InstalShield Express, which ships with VFP7-9. On step 2, where you specify application data, in the Objects/Merge Modules task, select the Microsoft Visual C++ 7 Runtime Library. Thre may be more than one module with that name. Pick the one which says in the description of the library that it is the MSVCR70.msm merge module.
