Yes, I guess you're right that a VFP based solution is MS OS centered, but, (to me at least)it all seems to work really smoothly together and things like IIS, COM+, etc. are basically free. But I guess it boils down to if you've bought in to the Microsoft way - completely with .NET, partially with VFP, or totally against with PHP/Apache/MySQL ...
