I agree with your assesment of justified pages.

That will introduce a new problem as shapes do not shows themes like pageframes.

I agree, but it is still a bug. I've got a simular problem in a sunken container. Is it critical? no ! Is it ugly? yes. Should the VFPT fix this ? If it is easy to fix, yes please !!

I disagree. The report showed at least one bug, so it was clear there was a bug. He could have been more clear what he ment with the second arrow of course, but this IMO is absolutely no reason to DISMISS this a useless bugreport in a DESTRUCTIVE manner.
