Their is supposed to be a browser based designer, but I don't think it is nessisarily for 'end users' and that you don't have to write queries.
There are some third party products that leverage reporting server with a much better end user query and report builder. You can also build reports with the same tool that users can customize. Take a look at Cizer Quick Query.
