Yup, it does look like the old-style CTRL-MouseWheel behaviour isn't working in VFP9 preview (SET REPORTBEHAVIOR 80). Go ahead and post this as a bug. (I'm sure that the addition of the higher magnification zoom levels broke it.)

The Xbase preview component (which you see when SET REPORTBEHAVIOR 90) will not support CTRL-Mousewheel zoom adjustment, because MouseWheel events are not available in Xbase scrollable forms.
