mmmmmm....I dunno I think you still have to be able to make a direct-connection...otherwise it would be just like sending an offline message (passing though the server). I suppose we could try it and see.
Anyway there is an ICQ API and there is some open-source ICQ stuff - maybe he can automate what he's trying to do.
