Opera doesn't seem to have - or at least, I don't find them - the quick and global options IE has (high, medium, low security). Instead, it has lots of separate options, some of which appear as menu items under "Tools | Quick Preferences", like cookie management, enable Java, enable JavaScript, manage popup windows, and others.
