Hmmm....
Maybe its not VFP problem.. maybe you did not configure windows properly for using Cyrillic. I thinking you have problems with Non-unicode application (MS Word works fine as you said)
Try Windows\Control Panel\Regional and Language Options\Advanced\
Language for non-unicode programs - select Russian.
Reboot your machine
Try again.
