This behavior is By Design.
When TabStretch isn't checked the oform1.pAGEFRAME1.PageHeight and oform1.pAGEFRAME1.PageWidth stay the same regardless of the TabOrientation setting, but when TabStretch is checked oform1.pAGEFRAME1.PageHeight and oform1.pAGEFRAME1.PageWidth are changing and, when it happens, the anchored Label changes its position (as one would expect).
