I don't know of sms/pageing tools, but i have implemented many applications with these capabilities. Depending on the company who will transport the SMS, they provide many ways to send the requests: HTTP, SMTP ( i.e you send an email with the content of the sms to a specifically formatted address containing the cell number ), and even Web Services.
