I will answer again assuming you are in VB. There is supposed to be a descriptive XML file on the system that has the existing descriptions. I can't remember the filename or location. [sigh] but I read about this while I was looking at the vbcommenter powertool code. This alleged file should give you what you want at design time as you can add your descriptions to them. This may be resolved in whidbey.
