Perhaps if you removed the federal government from any involvement in schools, which are usually better administered on a local level, you'd have fewer problems and maybe a lot more successes.

And, instead of counting how many students show up to school each day to get that state or federal dollar per student, maybe the teachers would focus more on the core subjects.
