In this case the Internet address is only the Lynksys and I think that you cannot access your computer's friend because, like Hilmar said, his IP is only local.
For you can use VNC is necessary that his IP be visible on Internet.
Where your friend works, if any user (through Lynksys route) connects to www.whatismyip.com, probabily, they get the same address IP.
