I will assume at the moment Internet Connection Sharing from XP, [which IMO is a big security risk in the first place]
and will also assume some DHCP activity with your machine as the host.

You can dis-allow via MAC addresses - get each users MAC address off of their ethernet card and mark it dis-allowed .
