I think this appeared with the latest version of Opera (version 7) - it seems to be its way of showing tooltips. I believe it is a safety precaution: so that you know where you are being led with a hyperlink. For hyperlinks without a title, it will just say: "Address = ..."
I couldn't find an option to show only the old-fashioned tooltip.
