Sorry, your code is a little bit messy(not easy to read)...
But isn't you have only two tables? Named "SS" & "ALL"...ok you want to append 3 records from your SS table into ALL table, then you must put condition or just remove the code with USE ALL and replace it with Select("ALL") within your loopings of your original Code,instead open once before you open your SS table..

This will improve your record insertion because the table ALL is not opened everytime you insert a record...
