I'd kind of suspect that Microsoft tries to evenly distribute RTMs across the whole year to better load balance the other affected business units like manufacturing, support and marketing, etc.

VFP 8.0 RTMed in February, IIRC. Which would be, given an 18 month period between versions, 9.0 would be around August.
