Just got off phone with Microsoft.
We believe the TCPIP stack had been corrupted on this machine. The fix was to reinstall the drivers for the wirelss network device.
That really does make sense because this was ONLY happening on this machine. I did not know that. I made a bad assumption that it was a Windows problem.
It was not.
Working perfectly.
