Hi,
Your 20MB size is too small, min size is 12MB + amount of available RAM
i.e. if you have 128MB Ram = 12 + 128 = 140MB min size. Anything below this will give the error.

I would upgrade to SP4 as well, backup first, especially if you have a Dell.
