It isn't just VFP that caches tables. In fact my guess is that the OS itself has more to do with it.

A while back, while testing to learn about fragmentation, I had 3 ~150MB tables that I tested with. I ran SELECTs on the tables singly, closing each when done with and also doing a SYS(1104).

A typical first run would take something like 2-4 minutes and a next run would take between 1-10 seconds even with the SYS(1104).
