Sure, this would not be too difficult of you're applying to a position that fits you knowledge. For example, if I know a lot of languages their characteristic, information analysis, database and application design I could well apply as a project manager for any project implementation. Of course if I want to apply to a position as a .NET programmer, I'll have to have the skills.

Simular to the F1 Ferrari designer, he can work as a designer at every other team, but to work as a mechanic, it would be way different. But does this say he does not capable of making a valid statment about technical implications of a certain decision?
