I guess that this is one of those undocumented differences between NT and 95. Right now, GetTimeZoneInformation() is returning the bias member as being 300 minutes. Standard Bias is 0, and Daylight is -60. Given that in the Eastern Daylight Time Zone (gee, another time thread) we're currently 4 hours (240 minutes) behind UTC. I do note that the Win32.hlp file says "current" bias, taken to mean that is the difference as of now, it's apparently not the case under 95. I'll have to make a note about that.
