Tried all of them. It still didn't work. One thing interesting is when I tried to register the dll on an NT machine, the error message saying it failed to load "pgpsdk.dll" instead of the nsdpgp3.dll which I specified in the regsvr32 command. So I renamed the nsdpgp3.dll to pgpsdk.dll and tried the regsvr32 command again. It didn't give me any error message but it didn't appear to register the dll. Strange! :(
