If you use the RDC you don't need to buy anything... but it will only do 3 simultaneous requests at a time.
The other posiblity is to license Crystal Report Applicatin Server (RAS)... which is also licensed per server and simultaneous tasks. If you get a Crystal Dev license that comes with one RAS license (3 processes) that you can use. Crystal Enterprise is an extension of RAS which gives you all kinds of group ware features like scheduling, security, etc.
The other option is SQL Reporting services which is included in the license of SQL Server 2000. So, if you have a SQL Server 2000 license you can run a matching SQL Reporting Services server. There are no user limitations on it that I know of.
There are many other posiblities as others have said. HTML, XSL, FLASH, Active Reports, etc. You'd have to look up the particulars there yourseld.
