Have'nt had to use Novell for a while, but from memory I had a problem when updating a "flag" file.

I used FOPEN(), FGETS() and then FPUTS() the current time every 60 secs to prove a routine was running.

The network guys jumped up and down because as the only line in the file was the one I was changing Novell saw it as a DELETE/CREATE not a Read/Write.

I caused 1,000's of files to be created in the novell deleted files control and it had to be cleared every few days.

Don't know if this helps, but it might be you need DELETE rights?
