Depending upon the complexity of your web app, PWS and Win 98 might do the job. PWS has about 95% of the functional features of IIS. Hopefully, that will be a usable solution if there is no other.

With complex web apps using PWS to test can raise questions if it is your code or PWS that is the limiting "feature". :)

By the way I use Windows 2000 and XP Professional for my web testing and used Win 98 with PWS when I just started working with web apps.
