By this I assume that you mean that whatever physical controls (dip switches, font selection control panel, etc.) you have on the printer are set to 12 CPI. What about margins and/or line length? And is the output actually 10 or 12 CPI?

I think that by "Generic" printer, they mean the old dot matrix type. Most of these conformed either to an Epson or IBM standard or had a means of emulating it for setting printer pitch, etc. So it's not really outside the rules.
