The three dots are called an "ellipsis" and their existence on a button usually tells the user that hitting it will not cause some irrevocable changes, but rather lead them on to another input phase, e.g. another form. e.g. "Delete..." will tell them that pressing this will not actually delete but take them to a delete, say, dialog.
