Is it a different network card and what is the link speed and duplex setting on it? Do you have the same systems variables and path setting that you had on the older machine?

The server side stuff (Antivirus and MTU) didn't change, just the local workstations. I restored all my machine's software settings, but I don't know what to say about the hardware. (Hey, sysadmin!) I'm fixated on it being a priority level thing because task manager never says it has more than 10% usage. Opening other apps (like IE or Outlook) spikes it at maximum for a few moments.
